The Heritage Foundation recently released its Education Freedom Report Card, ranking states based on their commitment to school choice and parental empowerment.

"Parents of accountholders can use their child’s portion of the education funding formula to choose a private school for their child or customize their child’s education with a variety of learning products and services."
